I know this may be dumb to people that are pros but can some one train in falconry when the apprentice is 13?

( this is my dads account i just use it to get some answers) you see i want to train in falconry, one i am always intrested in falcons, the way they fly, the way the catch prey and they are just all around a cool bird, but they say you have to be 14 years of age to become an apprentice but i was wondering if i can still train but not posses any falcon and if any body near waukesha wisconsin ( the city) can train me. please reply and please please dont say any thing dumb i mean this is just a question. i would still like to train even though i may have to wait a year. plus that would give me time to build a mew and learn a little more about the bird. i am always up for any thing and this just seems some thing i really want to do.
