Why doesn't the government take the serious issues to the people?

It seems that there are many issues that need resolving in this country, If there was a paper sent to all people on Electoral Rolls asking what they want to see for the country and how to spend their taxes I am sure it would be quite different to what the government does. It doesn't matter which party is in power as not everyone votes for them but 90% of voters would like a say in how our country is run.
