Military Ball JROTC Dress Appropriate?

I am not sure about JROTC but my friend attended a military ball for the Army and was not aloud to have ANY showing and minimal back exposed. The dress needs to be VERY conservative. As far as the dress you posted there is way too much back exposed and it looks as if may be an issue so I'd return this dress and find another. My friend had a heck of a time finding one that worked but she found it. In addition, she purchased a shawl to go over the dress to add more coverage. Good luck.
